Tõnis has obtained higher education at the Stockholm School of Economics in Riga, and a master's degree in Hanken (Swedish school on economics in Helsinki). The studies have given Tõnis a strong background in business finance, financial management, company management and control systems.

Tõnis got his first experience in consultation in 2003 when he started working at the PricewaterhouseCoopers business consultation section and continued after his master's studies at the investment bank Gild. Tõnis has extensive experience in carrying out consultation projects. Around ten EU financing applications drafted by him have been 100% successful.

In his free time Tõnis is involved in orienteering, especially mountain bike orienteering, and organises the adventure sports competition series Hansapank Xdream.

Tõnis is also a professional mountain-bike orienteer and in 2008 won a bronze medal in World Championships and two silver medals in European Championships.

Advisio has helped to develop a budget strategy for Haljala municipality . The budget strategy reflects the municipal budget to achieve their political goals and activities in the years 2010 - 2013. The budget strategies aim is to manage the financial position of the municipality and to assure the municipalities sustainability. The budget strategy was financed by AS SEB Pank.
